NSSF Workshop - Provider Payment Mechanism

HIP was invited to participate to the fourth Technical Working Group for the Health Care Division of the NSSF (National Social Security Fund) that took place on May 28th, 2010 with a specific focus on 'Provider Payment Mechanism'. This workshop gathered staff from NSSF with mostly representatives from line ministries including Ministry of Labour, Ministry of Health, Ministry of Finance and Ministry of Social Affairs (who is developping the health component of the social security for civil servants), representatives for GTZ and CIM technical experts for the NSSF - MoSVY and NSSF - MoLVT.

The technical working group is divided in two parts, i.e. presentations in the morning and small work in groups in the afternoon.
HIP presentation focused on:
- The current 'flat rate' payment method: its rationale, advantages and limits,
- The link between payment mechanism and quality assurance including possible performance-based payment methods,
- The importance of the other aspects of providers' contracts, including responsibilities of partners,
- The key condition of a good understanding of the partnership and particularly of the provider payment mechanism.

NSSF Workshop - Contribution Rate

HIP was invited to participate in the 3rd NSSF (National Social Security Fund) Technical Workshop for the Health Care Scheme Development. The session focused on 'Contribution Rate'.
HIP presentation focused on the main determinants for the level of the contribution rate:
Who are the beneficiaries (the whole family or only the worker)?
What is the benefit package (inclusion of chronic disease, of over-the-counter drugs, etc.)?
Is there a referral system, i.e. can members go direclty to the national hospital?
and on the operational implementation of the payment of the contribution both from employers and employees.

NSSF Workshop - Benefit Package & Exclusions

HIP was invited to participate to the second session of the Technical Working Group for the Health Care Scheme Developement organized by NSSF (National Social Security Fund) that took place on March 26th, 2010 and focused on Benefit Package and Exclusions.

A presentation was made by GRET-SKY, another GRET micro health insurance project that targets mainly rural populations in Takeo and Kampot but developped recently in Phnom Penh.

Specific points of the coverage were discussed including:
- Definition of emergencies,
- Coverage of non-essential drugs,
- Referral procedures and portability of the system,
- Income compensation in case of illness,
- National programs such as HIV and TB,
- Chronic disease,
- Dental and optical care, etc.

NSSF Workshop - Subdecree

HIP was invited to participate to the first Technical Working Group for the Health Care Scheme Development organized by NSSF, along with the German cooperation, to review the first draft of sub-decree for the implementation of the health branch of the NSSF (National Social Security Fund) held on February, 25th, 2010.

HIP made a first presentation to explain the current objectives, organization, benefit package, health care providers, partner factories in the morning.
